Project Background
UNRWA is implementing the Cash for Work project in response to the high rate of unemployment and overall deteriorating socio-economic situation in the West Bank. According to the Palestinian Central Bureau of Statistics, unemployment in the West Bank reached 31% at the end of the first quarter in 2025. The ongoing IS military operation has caused a sharp decline in economic activity, particularly in agriculture, retail, and transportation. Municipalities are struggling to provide basic services, and many households are being pushed into poverty amid rising unemployment. Palestine refugees are particularly vulnerable to the economic shocks due to pre-existing vulnerabilities. Thus, with generous support from the Government of Germany, the German Development Bank (KFW) partners with UNRWA to launch the short-term employment initiative (Rebuilding Futures).
The project implemented by UNRWA aims to provide short term employment opportunities to Palestine refugees in the West Bank. Through the project, UNRWA will benefit 6,600 Palestine refugees with short term employment opportunities (maximum 3 months for unskilled worker and maximum 4 months for skilled workers). UNRWA will not consecutively continue the employment contracts beyond this period.
Supporting Female Applicants
Female workers are highly encouraged to apply. A minimum of 30% of the job positions are earmarked for women applicants. Therefore, to attract women’s applications, UNRWA will take additional measures such as supporting women focused community-based organizations (CBOs) in refugees’ camps. Women who are currently enrolled in the CBOs activities and who meet the additional project selection criteria will be recruited for the Cash for Work project. Apart from the CBOs engagements, we encourage women to apply for any of the available job roles that match their experience and skills
Beneficiary Selection and Eligibility Criteria
To qualify for any of the short-term employment opportunities one MUST meet the following minimum criteria

The applications will be received on a rolling basis and shall be open from Tuesday July 1, 2025. The processing of applications will be guided by the specific needs of the job within UNRWA installations, in alignment with the quarterly work plan and upon meeting all selection criteria.
Beneficiaries’ category
Each beneficiary will be assigned to an UNRWA installation to carry out the work assigned to them. Beneficiaries will work for 7.5 hours daily, 5 days per week. They will be required to sign daily attendance, which is the basis for calculating the monthly salary.
